I have gone back to surfing in the traffic exchanges lately and it blows me away how many people are using services (and some even PAYING for them), just to create cute little splash pages for their visitors. The truth is, you can do a pretty nice job with free tools you can download online and the information they contain is the SAME.
I use various free tools for the top, Arachnophilia 4.0 to do the copy and w3schools as a reference for any HTML commands I need. You can learn to do this by watching free tutorials on YouTube and save your money by providing your own service.
The big advantage of a splash page is you can educate your visitors a little and increase your chances of them taking action. If they type something wrong, I give them a list of splash pages to choose from. For an examples, look at http://oldbuddy.angryhosting.com/errortrap.html
I host dozens of these small pages on my own hosting for $1 a month.
